General
Will the Available Transfer Capacity (ATC) on the NorNed HVDC link also be published on the TSO Auction website?
No, all information relating to NorNed Auction, including ATC data, will be published on the website www.NorNed-Auction.org.
Will there also be an intraday auction?
No, there will only be a day-ahead explicit auction.
Will all the documents related to NorNed Auction be published in English?
Yes, all documents will be published in English.
Will any monthly or annual auctions of capacity on the NorNed HVDC link be organised in the future?
No annual or monthly auctions will be organised. The explicit daily auctioning of capacity on the NorNed HVDC link is a temporary solution. TenneT and Statnett intend to introduce a market coupling solution based on implicit auctioning of the ATC.
Is there an obligation to bid on the resulting trade on the NorNed HVDC link at the power exchanges?
Yes, for all imports into the Netherlands the resulting trade on the NorNed HVDC link must take place on the APX day-ahead spot market.
In Norway, both imports and exports must be submitted to the Nord Pool Spot exchange.
What product is being auctioned?
The product being auctioned consists of the hourly physical transmission right (PTR), in whole megawatts, no decimal places.
Is TenneT able to shift the gate closure for sending in schedules/nominations from 13h00 to 14h00?
TenneT itself has no objection against a shift of the gate closure to 14h00.
However, it is not up to TenneT to shift gate closures. The gate closure for sending in Schedules/nominations is described in the grid code. The Dutch regulator is the party who decides what is in the codes.
How will the available capacity on the cable be decided?
In most of the time the whole physical capacity on the cable day ahead will be available for the Auction. However in some cases the grid close to the landingpoints will be taken into consideration. Only special occasions will reduce capacity other than faults on the cable of associated equipment.
How is the balancing settlement done when there is a fault on the cable?
Statnett and TenneT inform the market about the capacity for the next day at 9:15 A.M. This capacity is binding for the TSO's (firm) and any imbalances will be taken by the TSO's. Each participant will receive a settlement as if the cable was in operation and thus will have no imbalance due to faults in the cable.
