Including the NorNed capacity in the CWE-ITVC market coupling

Dear NorNed Auction Participant,
This message is to inform you that we are planning to include the NorNed capacity in the CWE-ITVC market coupling starting on the 11th of January (for delivery day 12th of January). The result is that from that day on there will not be a NorNed Auction anymore. Allocation of NorNed capacity will then be done through an implicit auction using the order books of APX-ENDEX and Nord Pool Spot.
However for the first months the current NorNed Auction will be used as the fall back solution in case the CWE-ITVC market coupling does not generate results for the NorNed flow.
The time schedule used for NorNed Auction as a fall back solution will be the same as the time schedule used by the CWE-ITVC market coupling in case of a fall back situation. This means that on 12h40 at the latest there will be a message (see example of market message 3 in Annex) to inform you that there is a delay in the market coupling process and therefore the chance is bigger than on other days that a fall back situation will occur. This could be the sign for you to send in (or update) your bids for capacity for the NorNed Auction fallback solution, the gate closure for sending in these bids is at 12h50. In case the decision is actually taken to resort to the fall back solution (this will be announced in market message 4 as shown in the Annex) the results of the NorNed Auction will be published at 13h05 at the latest.
The rules of the NorNed Auction remain as they are today, only the timing of the auction will be different as described above. This is reflected in an updated version of the rules which can be found on the website of NorNed Auction, http://www.norned-auction.org/rulesregulations/default.aspx .For existing participants in the NorNed Auction there is no need to renew the subscription.
Finally we put to your attention the possibility to send in bids for NorNed Auction 7 days ahead, this enables parties to enter already upfront some "default" bids in the auction.
The planning is to replace NorNed Auction as the fall back solution by the CASC CWE shadow auction (which is already applicable in the rest of the CWE region as a fall back solution) in the cause of April 2011, you will be informed on the exact date in due time. Dear sir / madam,
There is a delay in the EMCC market coupling process for delivery day [16-nov-2010] due to technical reasons. Therefore the publication of EMCC market results has been delayed.
Please be aware that the shadow explicit auction (NorNed Auction) based on the ATC values for EMCC Market Coupling might be triggered after 12h50 if no EMCC market results are published by then.
Therefore, we would advise you as security measure to verify the need for updating your shadow bids (which is possible until 12h50) at NorNed Auction.

Het EMCC proces voor uitvoeringsdag [16-nov-2010] is vertraagd in verband met technische problemen. Het publiceren van de EMCC marktresultaten is hierdoor vertraagd.
Indien geen EMCC resultaten worden gepubliceerd, bestaat de mogelijkheid dat de shadow explicit auction (NorNed Auction) wordt uitgevoerd na 12.50, gebaseerd op de ATC waarden die beschikbaar zijn gesteld aan EMCC.
Wij adviseren u om uw biedingen in NorNed Auction zo nodig te updaten (dit is mogelijk tot 12.50).

The EMCC Market Coupling for execution day [16-nov-2010] will NOT take place. Instead of the EMCC Market Coupling there will be a Fall Back Shadow Auction done by NorNed Auction Office.
The available capacities for the Fall Back Shadow Auction are published on the website of NorNed Auction. Also the results will be published there.
The new timetable of the gate closures for APX and TenneT will follow in a separate message.

De beschikbare transportcapaciteiten voor de Fall Back Shadow Auction zijn gepubliceerd op de website van NorNed Auction. Ook de resultaten zullen daar gepubliceerd worden.
Het nieuw tijdschema van de sluiting inzendtermijnen voor APX en TenneT volgt later in een separaat bericht.
